Hi there, I hope this explanation helps! It's definitely not intuitive. The way AO3 works is that participants have a finite number of nomination slots per tagset. Since we are using the same tagset for multiple rounds, we need to wipe those slots so that participants can nominate new fandoms/characters for each round. In other words, what is being cleared is the record of individual participants' nominations. Tags that have been accepted in previous rounds, which have gotten through the nominations process, will remain in the tagset.
